While the 9 o’clock cannon and the noon hour ‘O Canada’ horn punctuate this soundscape as markers of time, symbolically reinforcing Canadian industrial providence, what would characterize a new instrument or sonic signal in the public realm if one were given the chance to compose it? Artist in residence George Rahi looks at the functions and the potentials of public sounds, drawing inspiration from the historical role of bells in church towers. Their sounds could be used not only to mark time and religious events, but function to also signal fluctuating circumstances of urban life like approaching storms and other threats. What could a new series of bell-like instruments in Vancouver function for, if not solely to mark time? What types of symbolic or ritual meanings could it hold today?
During the residency, Rahi will develop a platform for people to craft their own bell-like sounds via a series of soundwalks, workshops, and sound installations open to the public. Participants will then be able to schedule their sounds at specific days and times to ring out across the community centre.
